The introduction of the 535 area code was not a replacement, but an overlay. An overlay is a telecommunications solution where a new area code is added to the same geographic region as an existing one to increase the available supply of phone numbers. The 608 area code, which serves a broad swath of south-central and southwestern Wisconsin, was nearing exhaustion due to the proliferation of cell phones, VoIP services, and other devices requiring unique numbers.
The Wisconsin Public Service Commission approved the plan to ensure that a continuous and adequate supply of numbers would be available for future growth. The 535 area code officially went into service, with new telephone lines and services in the 608 region now being assigned numbers with the new prefix.

- Introduction of 10-Digit Dialing: The most significant change for residents was the implementation of mandatory 10-digit dialing (area code + seven-digit number) for all local calls. This became necessary to differentiate between numbers in the 608 and 535 area code within the same geographic space.
